This tape reduces air resistance by sealing the gap between moving blades and fixed wings.
For example: Aileron and main wing, elevator and horizontal tail wing

Although the tape is 20 mm in width, unlike ordinary adhesive tapes, the adhesive is only 8 mm wide and the remaining 12 mm is tape only.

The part that looks brown in the photograph is the backing paper of adhesive tape. This part is adhered to the fixed wing and the remaining part covers the gap part.
